Franked with four (4) Stamps, Scott #1690, showing Benjamin Franklin and a map of the territory he was responsible for as Postmaster General. The "ARTMASTER" cachet provides a nice likeness of Mr. Franklin with a rather large "1776-1976" bicentennial sign.
